The California Department of Health Care Services (DHCS) contracts with Tulare County Office of Education (TCOE), providing funding for the California Friday Night Live Partnership (CFNLP) to provide stipends to California counties to implement the FNL program and provide no-cost Technical Assistance and Training (TTA) to providers.
